Tommy and Tallulah are trying to make everyone laugh, but McCoggins is not responding. The twins do everything they know to make him crack and eventually he laughs so loud that he gets a case of gigglitis, but McCoggins was working on a very delicate job at the clock and now they need to cure him in time for Chime Time.
